I was thinking something is wrong. now your probably right. no wonder there are not any winners.. it just says they do controll the winners, and losers.

The District of Columbia is in a unique position in that Congress has supreme authority over the city. DC can't spend any money (apparently even paying winners) without congressional approval. Other states and their lotteries don't have to worry about any congressional intereference like that so no other states should be refusing to pay winners.

DC Lottery needs to stop selling them, if they are not going to cash them.

Um state lottery is not part of the federal govt FYI... That's the IRS job is to take your money in lottery taxes...

Just received email from the DC lottery saying starting 10/12/2013 they will not be cashing any winning lottery tickets until the shutdown ends.
