You make some good points but it was believed Tennessee would never get a lottery or Mississippi would never get casinos for the same reasons you gave for Mississippi not having a lottery.

There's also another reason for Hawaii not getting a lottery.....illegal gambling operators don't want it.

I seriously do not think this will ever happen and here is why:

Hawaii - time difference would mean the usual evening rush to purchase tickets would never happen. Plus when people visit Hawaii, the last thing most visitors would do is purchase a lottery ticket.

Alaska - there exist other options to potentially get rich in Alaska, namely gold prospecting and crabbing. Also, certain Alaskans already receive a stipend from the government.
