Say, hypothetically, whomever runs lottery has an ability to make planned outcome ( most of us, being trastful sheep, will be appolled at such thought :)) That would mean that after recieveing all the bets, thye analise which combination will produce the least winnings for the customers, meaning the most profit for the lottery.
