			<description><![CDATA[<p>Hello there bipolar, I do not believe that a state would hold back a #. There are a lot of variables such as ball sets, perhaps computerized drawings, the machines&#x27; performances, LA is a one draw state, windspeed inside of the machines, timing, how much time in between ball pop ups, etc. I could go on on with the variables.</p>]]></description>
