Not really sure about that. A couple years ago they held that GA had the nation's highest lottery ticket sales, don't know if it's still the case but if they are in the top 3 they aren't winning as many JPs or second tier wins as the states mentioned.

Lottery players are spending more money on the Powerball in those states. High population states like the ones that you mentioned have more lottery losers than winners.
