Our lotto has 40 numbers, from which 6 numbers plus a bonus number is drawn. What i am tring to do here is wheel the 40 numbers for our lotto into say rows of pick 16, with a guarantee of say any 7 numbers will give you 6 numbers on at least one line. Then use those lines of 16 numbers to further wheel them into smaller wheels that you can bet with.

A sure winning strategy??

There seems to be plenty of pick 10 wheels around, but pick 11 to 20 are virtually non exsistant.
