What does he get that the rest of us don't? You're asking a question as if you're 12 years old, not having one clue about the fundamental mechanics of math, odds, stats, patterns, biases and how they all tie in together, such as the example of whether more people playing/tickets sold, have more winners during the same draw...etc.. LOL. That is a question in which I'm not smart enough to answer. Not that I'm all that smart anyway. I just believe in the law of odds and averages. It just makes sense that if state A sells more tics than state B , state A has a better chance of having the winner. But if it work out that way all the time, then the lottery wouldn't be randon, would it?
