			<description><![CDATA[<p>The problem with the pre/post draws has to do with tracking the numbers and when playing for the actual draws. There&#x27;s nothing we can do about it, except for ,maybe, starting a petition. It would call for each state to either stop all pre/post tests or ,publicly, list all of them.<br /><br />On one hand, you&#x27;re right that a digit(e.g. 9) doesn&#x27;t have to stop hitting. They are increasing the likelihood of this happening with all those pre/post tests being done. Their response was, Florida has always had pre-tests. I can&#x27;t prove it, but I don&#x27;t believe it&#x27;s true. I asked lottery hqs for a copy of the pre-tests and was told, they are not recorded. Does that sound shady or not.</p>]]></description>

			<description><![CDATA[<p>Apparently not, as they keep messing up over and over again.<br /><br />What I gather is that the lottery buys these draw machines from the vendors, who teaches them how to operate and maintain them, and then gives them a number to call if something goes wrong. But after they leave, the lottery is left to their own devices.<br /><br />Do they have an on staff statistician regularly analyzing past results for anomalies? Maybe, but probably not. Well, my estimation is that they&#x27;ll re-do the drawing with an alternate machine. So what did they accomplish?
