			<description><![CDATA[<p>If you read the rules MUSL only handle the jackpot potion of the games, the rest of the games and prizes are the responsibility of the each state. If your state wants more local winners of the lower tier prizes then perhaps they should run promotions to sell more tickets. Ohio has a buy two get one free for MegaMillions tickets when the jackpot is under $100M on draw nights between 7:30PM and 10:45PM.</p>]]></description>

			<description><![CDATA[<p>That&#x27;s based on an average of 50,000 tickets sold every drawing and over time the probability is if ND maintains that average, they will average one five number match every year. There were five number matches on 4/2/2011, on 3/13/2013, and another on 9/21/2013. That&#x27;s three five number matches in three years.<br /><br />New York averages over 1 million tickets sold for every PB drawing so it&#x27;s likely that state will produce on average, one five number match every five drawings.</p>]]></description>

Each individual PB state is responsible for paying all secondary prize payoffs and state lotteries like in North Dakota only sold 52,040 tickets for the 6/5 drawing. Just based on the odds against winning, ND should expect 1 five number match every year (100 drawings).</p>]]></description>
