What is the best way to win the lottery?

Sell lottery tickets. Guaranteed 5% commission per ticket sold (varies by state), occasionally get retailer perks like free packs and sales $$$ contests, and in most states you get a sizable bonus if a winner hits at your store...which is MUCH more likely to happen than you hitting yourself.

So does luck have anything to do with it?

I'd say that luck has everything to do with it. Say you are one of the 70-80% of people who buy a quick pick. You have to be lucky enough to walk into the right store to buy a ticket before a winning draw at the right time that the machine is getting ready to spit out the winning combination. A few minutes or a few miles can make all the differnce in the world.

So who decides who gets that winning ticket? Luck, that's who.
