Not sure if any state can legally withhold any persoanl debt other than back child support and judgements on behalf of any state or federal agency.

I am a bit confused because when I call my state tax dept they said I owe nothing but when I ask the lottery person the lady said if I have anything on my credit report they can take it hospital bills, etc, I have things nothing federal or state but I have maybe a phone bills etc. What do they take so I can be aware the tax dept told me nothing shows up so Im I good ??? or do these people really run are credit uuugh:(
