Some speculated it was people cashing in their $2 to $25 tickets spending the winnings on new tickets. Or maybe people bought multi-draw tickets that were credited to the next drawing(s).

However it happened, it's no longer happening. After the MM was won, it reset to 15M, 9M cash, just like always. I don't recall seeing a JP reset to higher than minimum in years.
