This does not make any sense to me. 0s hit just as often as any other digit. Maybe you have an issue with 0s not hitting often enough, in NY. Using the same logic, you could just as easily say, don't play the digits 1,2,3, etc... whatever.

0s do not drain my bank account in South Carolina or North Carolina.

This is very simple to understand. Don't play the digit 0 for Pick 3.

It will drain your bank money to $0 or less.
