However, I am in the minority. The MMC game was an attempt to create more millionaires but the odds were still pretty bad and the game was poorly marketed. I don't foresee the state lotteries making a low jackpot/better odds drawing game in the near future.

I'd take 13 mill in a heart beat. But people like the BIG jackpots, which is why more people play the higher the pot gets. As long as there are games where you can win 40 mill to start why go for a measly 13, is the current mindset. I think the odds would have to be significantly better to attract a lot of players to the lower pot games.
