Utah will never get a lottery. Some of the silliest people in the world live in Utah. They believe in a religion created by a guy who just wanted to have sex with his neighbor. Once his wife found out he had to come up with a good excuse. Decided if he was going to lie, might as well make it a good one. Hey honey, god told me it was OK to go down on her. Pretty much an exercise in futility! Another option may be to collaborate with medical marijuana advocates as a strategy to collect signatures for a citizens initiative.

Utahns can play a state lottery, but not a Utah lottery. They can play my home state lottery, the Massachusetts lottery. The Megabucks Doubler is open to all across the US. Subscriptions can be purchased by phone with a debt card. They will change a few dollars to ship the tickets. It is a bit of fun and it raises revenue for the state.

To enact a lottery in Utah, would take an amendment to the Utah Constitution. This can be done Via the legislatively-referred constitutional amendment process:

1. An amendment can be proposed in either chamber of the Utah State Legislature.

2. A two-thirds vote is necessary in the state legislature to place a proposed amendment before the state's voters.

3. Votes on proposed amendments must take place at general elections.
