You are 100% correct EZ, there is a Method to the madness of scratch cards, especially in NC. Unlike SC, NC likes to Stage the winners so they get MAX return on scratch games. My two cents worth. Do you recall what it took to get the lottery in NC thru the legislature? I am not willing to drive an hour and half to the state lines in VA or SC just to play..this is GAMBLING...take your chances, if you don't like it, don't play the state sanctioned gambling. NCEL seems to have forgotten that one hand washes the other. In their striving to become the number one, how will they do this without the public? Like someone mentioned, the schools are in great need. Where is all the money going? It is also beginning of the month and they know they are going to get all of it back and then some starting on the 6th when the new tix come out. I wish they WOULD READ THIS and KNOW they are treading on thin ice with the player. The DOJ in Washington would LOVE to investigate, fine and lock up these folks, that is after all, how US Gov.Co makes it's $$!

I could not agree more with the post's (and recent) comments posted here. They are out for blood by trying to be a top twelve lottery in the nation, THAT in itself should tell you something. Meanwhile, VA pays out HUGE at times for doubles and EVEN towards the end of the month..... The reason they are increasing profits year after year is because no one is hardly winning. Yeah, you have a select few that will get $40 or $80 a day but when you do the cost benefit analysis, there are more people losing than winning and that's a fact. It's the lottery. It's designed like Atlantic City and Vegas, the House always wins. For every win there are hundreds of thousands losing. Think about it.

It's working for me as well; I'm not playing today, and also planning on giving up entirely or snip near close to it on the scratch tickets. I live right near the SC border, and will buy them there while filling up on the cheaper gas . After reading the minutes of their meeting, and seeing how they state that NCEL is the only lottery consistently increasing profits yearly, that speaks volumes for me.

It only lists winners though, not how many total tickets were sold. There could still be the same/similar percentage of winners in relation to how many tickets were sold.

Are you saying that the NCEL is only using the taped drawings that would benefit them? You would think that a state lottery would be honest about their practices. Otherwise, it's just bad business and looks horrible for an organization that gives to much to the state and to education.

PRE-DRAW LISTS:

Some players subscribe to get the monthly Pre-Draw list for the previous months drawing. For those not in the know about this process, NCEL does Test Run of the machines 3x before the Live drawing is shown and keeps a running list of such draws that can be emails to subscribers at the end of each month.

Why should this concern you?

Honestly, I won't weep a tear if it does. Most of the trips have fallen after the new tix come out anyway on the first Tuesday of the month and that is 10/6 next month. We should be able to win honestly each time, not just when NCEL thinks it's OK to win and that is the reason why I will not play NCEL in any shape or form on the 1st.

Thanks for posting SnapDragon. I was actually the instigator (if you will) of this movement based on the many postings and patterns I have seen and recorded over the past 12 mos. In addition to the draw games being Tampered with I have reason to believe the same is true with instant tix as well. I am more than happy to participate in this no play day; whoever started it, must have been reading my mind. Ncel is beyond crooked. I've posted a few times on their website asking why they are in the habit of pulling scratch off games before all top prices have been won. Of course they gave me some BS story about having to make room for more games. I have NEVER seen this low of a payout for DBL's before, they are screwing with things more than ever and it is time to put a stop to it! VA got DBL's recently and their payout was 1/2 mil because they don't cheat us like NCEL does.

I've been been saying for the last 2 yrs that NCEL has been cheating, no one commented or had really anything to say. 1-Digit or one draw off off Mid-Month??

Thought about this for a while and figured out how/why we are all 1-off mid-month

Ever notice how we follow VA at times and then other times, we are 180 degree opposite like today (VA 572)? The reason is they manipulate the draws so either your day numbers will come out at night or the previous day's WO will have both winners

Like mine did yesterday:

SUM-IT-UP: Here is the Incentive for NCEL to ENSURE that low and high sums don't fall very often or it will cost them a bundle. I don't know if any other that that has this type of play, but it may exist. Yes, I understand the odds associated with sums outside of the average of 10-17, but they ensure these do not fall in the normal patterns otherwise you could pocket an extra $500 without it even being exact!

9/15 Day - Everyone was looking for 5xx today along with x61. They pulled a good one again today, even though I had 569 after a rather extensive WO, it still came out 1 digit off for players and resulted in an Average cumulative payout. Mark my words, 5xx or x62/x29 will show up this week! They like to delay what we see coming so we forget about them, then it will hit with less of a payout thn otherwise would have happened.

Regarding my contact with NCEL on their facebook page, I had a very respectful relationship with them for years and we used to kid each other all the time so it was on a day of pure frustration on my part that I crossed the line and they banned me. Want to know what the NCEL's goals are (Besides to increase revenues)?

Last meeting, Frank Suarez (Deputy Exec. Director) was quoted as saying New 1-off game type for Pick3/Pick4 is performing very well ......for them maybe! You know what, something clicked in my mind about that day's draw, but did not know what....now I see. 1st Tuesday of the month is when they released it (September 1st). The on the second of Sept. 2015 alone, there was over 1 MILLION paid out! Did some more research and this has also explained why people tend to win P3/P4 during the same week of the release. You are absolutely correct with each draw being pre-recorded therefore there is no live draw . It's a simulation. There are times if you tune in online for the so-called live draw, you can here the announcer clearly say The first winning number is A, the second winning number is B, and the final winning number for the Pick 3 is C. The aforementioned is done during the count down leading into the actual draw that is televised. If it was a truly live draw there would not be a need for that action.... [ More ]

Not protesting the amounts paid out on a win and agree Todd it is generous, the issue is the cumulative amounts paid out per drawing. I have recently researched at least 9mos worth of NCEL payouts in P3/P4 and they are MUCH lower and Equalized on daily basis across the board than comparable states (GA/SC/VA). While these states may have can have vast differences in payouts from day to night, NCEL has been pretty consistent with a 100k (much lower recently-End of Qtr) payout on a daily basis.

I'm not sure I understand what you're protesting. North Carolina has FIXED payout amounts for various prizes in Pick 3 and Pick 4, which is the most generous way a lottery can payout these games. It means that the lottery will payout the prize they promised -- even if they lose money on it.

So if you're protest is about Pick 3 and/or Pick 4, I definitely think there is nothing less than fair about the N.C. Lottery.

It is time to send a message to NCEL that we will NOT tolerate their Less than fair and deceptive gaming practices in the state of NC. The past few days have seen some of the LOWEST payouts every recorded in NCEL history (based on increase in play). In addition, we have some of the worst scratch-offs of any state where all they want to do is get your $$.

We have to take a stand NC and this is the day to send that exact message.
