You do not need a NY address. However, when establishing the subscription you must be within NY State. They check your IP address. Texan subscribed to NYS Lotto for 1 year (while visiting family this summer).

NY let's you subscribe even if you don't, I tried, and it lets you key in all information, citizenship, place of birth etc can all be foreign/international, but unfortunately their validator database service (like Equifax) couldn't verify my info and my subscription didn't materialize.

Shame, I think MM is one of those lotteries that are worth playing every draw, what's 1$ for the chance of at least 8M

I don't have to collect the prize, it will be credited to my subscription account automatically. I can use prize credits to renew my subscription, or cash them in.
