Sorry to be the bearer of bad news but random number generators are in fact easily programmable. The best place to view this is in casinos. All video slots, poker, etc. now use RNG's. These run constantly and when money is inserted freeze upon the selection at that precise moment in time. However, casinos can, and legally do, program varying odds into the RNG's. It could be happening already ... the guy that was arrested in Iowa. I just took the headline from a news article.

Lottery security chief who won $14m is accused of hacking number machine to pick his ticket ... and who can be sure there hasn't been hacking from outside the system to win money.

The Federal Government is a total failure against hackers from other countries ... so why not a state lottery?
