Since the raffles don't happen all that often I was thinking of the uproar it would cause if they paid raffle winners but not draw game and scratcher winners - just so they could sell tickets for the next raffle.

Where I buy my tickets, I all ready told them, they can tell their representative where they can stick their TRICK or TREAT tickets.

Happy Halloween - Instead of a check, you get an I.O.U.

Usually they will state that the drawing will be held on Halloween night or until all the tickets are sold. Which may be in January 2016 if they feel Lucky enough.........

What's really sad is that this started July 1st but outside of people in the Illinois government no one knew anything until there were winners of over $25,000.

Illinois calls their places where you go to collect prizes prize centers. Imagine going thinking you're going to collect and they say, Congratulations but we can't pay you yet.

I don't know.

i imagine most folks thought we'd have a budget by now.

The longer we go without one the more concerned I get.

IL lawmakers don't seem to be in any hurry to fix this problem.

Not a chance. Too bad many of the residents there aren't even aware of the financial fiasco. The state of Illinois is doing their best at keeping their debacle away from the news media. It's a shame that not a single reporter has made an attempt at warning the residents who regularly play the lottery.

Buying tickets from the Illinois Lottery that sells tickets with stated jackpot prizes in the millions but doesn't currently payout @ $25,000.

That makes about as much sense as putting Hillary Clinton in as the lead investigator, with her own private e-mail server, looking into the Benghazi debacle.

Considering the budget fiasco in Illinois and the non-payment of any prize of $25,000 or more, does it make any sense to buy tickets this time?

This would be a great chance for the players to send a signal to the lottery but far too many of them aren't even aware of what's going on.

What do you say? If you were in Illinois would you buy a raffle ticket for this one
