			<description><![CDATA[<p>Oh my, that sounds like a lot of work. I guess it depends on how many tickets were purchased. Why go through all that trouble to be reimbursed five or ten bucks - if that&#x27;s the amount to be reimbursed.<br /><br />Vendors should be able to reimburse their customers for tickets purchased that cannot be scratched and they should also be responsible for not selling any tickets from any pack when a customer claims that they&#x27;re unable to scratch even one ticket.</p>]]></description>

			<description><![CDATA[<p>NYS lottery got back to me and stated that all tickets that you are unable to scratch make a copy front and back and send them to the NYS Lottery headquarters and if it is a winning ticket they will pay me and if they are losing tickets they will reimburse me the amount I paid for the tickets. Either way for me it is a win-win thank you NYS Lottery</p>]]></description>

			<description><![CDATA[<p>Photocopy, sign, send the via certified mail. The NY Lottery knows if they are winners. I had some winners that didn&#x27;t have the barcode due to the vendor tearing them off unevenly but was able to mail them in.</p>]]></description>

			<description><![CDATA[<p>I am wonder what people do when their scratch off card does not scratch. I have a few cards here that will not scratch. Usually I would use a razor blade and that works very well but for some reason these cards will not scratch at all not even the 4 digit number to verify.</p>]]></description>
