here its illegal to run a raffle or lottery if you dont already have the prizes.

makes me think of the urban myth about the guy who raffled off his pay packet every payday at the factory he worked at.

If Illinois pays the raffle winners and not those who have won more than $25K - now reduced to more than $600 things might get quite interesting.

If they do pay raffle winners and justify by saying raffle winners out of what the raffle took in it will get even more interesting.

Since they're promoting the Halloween raffle if they don't plan on paying the winners immediately that's an insult to the players.

What do you say? Especially those in Illinois.
