Don't know what good means in the context of lottery playing but I'd rather be lucky.

I would like to be good at being lucky.

If you pick your numbers and hit, you're good only if you used a system. Although, I don't think any system can work in a random game.

If you buy a quick pick and hit, you're lucky.

If you want to win regularly good is better. If you're good at the Pick 3, 4 you can do pretty well at it.

But with the jackpot games, when you consider that with 292,000,000 to 1 odds, every single person old enough to play could buy one ticket and there still may not be a winner, well then if you win it's all luck.

I feel that this question is dependant upon the game being played because it does make a difference. In my honest opinion, a player only needs to be good more often than not good with the smaller games i.e. Pick 3/4. These games are controllable from the player which can allow them to generate reasonably consistent wins and keep some money in their pockets. There are some folk who are pretty good at playing the horses. Some here are pretty good at pick 3 so forth-that good as an example Floydster.
