These select pairs will cover intended targets:

Ba's fav sums..Short sum 0-2-5 or 7

I can ignore other short sum combos

Using BA's example from Ontario:

39 69 58 34 46 12 23 19 59 57 79 15 08 01 89 47 56

39 and 69 both have a 9, so they can be put together to make 369, same with 19, 59, 79, 89...139, 639, 159, 179, 189, 359,379, 389, 568, 679, 689, 579, 589, 789, and so on.
