I was running my state lottery and I'm work with the Inspector Pick 4 Number Classification System and i came up with 1308 3189 3812 3811 and it said that 100% do anybody no what that mean if you do send me a reply

I would start by adding every possible bet to pick-3 games, IE sums, pairs, any digit in any digit position, any digit in any position, etc. And if that works out, add the same options to pick-4 and pick-5 games. If the state has live ball drawings and TV cost was an issue, I live stream them on the Internet.

The machines are already locked up in a vault. Google or go on you tube and type in lottery drawing procedures for... whatever state, and see what they go through. No way in the world can anyone tamper with anything.

Virginia: I would add a 2-ball and 5-ball numbers game like Pennsylvania and Florida have. I would also increase the lower-tier prize payouts on jackpot games to at least 25% of the odds.

I think the lottery decides where to put winning scratch off tickets. SC usually put them near the GA or NC border, Columbia or Horry (Myrtle Beach area) county. When you control where clusters of winners are, you do control who wins. IMHO

I also need to say I don't buy scratch offs.

Scratchers are distributed with no particular destination, some big winners can show up in bunches in one location, or spread out.

It's like averages. Like 1 in 4 average doesn't mean every 4th time like clockwork, it can happen 4 in a row and then no wins for four events, or two wins, no wins for two weeks, and then 7 wins in one week. In the end, it averages 1 in 4.

I would get rid of the pre and post tests, and lock the machines and ball sets in a vault with a live feed that records the rooms with a security guard monitoring the video feed.

This would save tons of payroll employing dozens of people wasting 10 hours a day or more man handling machines for no good reason whatsoever. Also saves money for new machines since they wear out the machines before their time with all those dumb tests.

I would not do this.

Since Friday, three convenience stores in Anderson have sold top prize winning tickets worth $250,000 each.

The winning locations are the One Stop Food Mart on Jackson St., the Stop-A-Minit #20 on the Hwy. 28 Bypass and the QuikTrip #1106 on Liberty Hwy.

Why put 3 winning tickets in the same city when you can spread them around

If I ran Texas Lottery....

I would drop Cash 5 with it's pitiful jackpot of $15,000 or so, and bring in a Quinto game. $50,000 with 1 in 100,000 odds. AND, keep it a dollar a ticket. AND, only 2 draws a day, not 4.

Then, drop the 4 draws a day for P3, D4, and AoN and go back to 2 draws a day.

Mandate the use of ball machines.

Live Televised/streamed drawings.

Increase payout ratios (this one would problably end my tenure in the job quite quickly!)

Eliminate pre-tests.

Introduce parimutuel payouts (prize pool divided by number of winners) and thereby eliminate blocking of numbers.

Negotiate a huge salary, many perks, and a generous golden parachute for myself
