I'm more stunned at the volume of ticket sales in PR. For that same 2/11/17 drawing, here were the Florida results. Florida has 20M residents and PR has 3.5M residents. The volume of play in PR is extraordinary given the small population.

RESULTS

Search by Date for: Previous Draw02/11/2017Next Draw

5-9-17-37-64-2-x2 Rollover

PRIZE POWERBALL POWER PLAY

LEVEL WINNERS PRIZE WINNERS PRIZE

5-of-5 PB 0 $285 Million - -

5-of-5 0 $1,000,000.00 0 $2,000,000.00

4-of-5 PB... [ More ]

Yeah. A few years ago a man in Arizona won six $1 million prizes. For some reason he chose to make three separate trips to the lottery office to claim his prizes. On YouTube there is a Virginia lottery video Chesterfield Man Wins $3 Million in Mega Millions Drawing! The man bought five tickets and won $3,001,000 playing birth dates.

Full-time Puerto Rico residents do not pay any tax on Powerball winnings because it is considered income earned outside of/off the island.
