Does anyone know what pairs will give you the most amount of coverage in pick 3? I've found that these 10 pairs will cover 47.4% of total combinations:

02 06 09 14 18 26 27 34 38 57

Changing the pair 18 to 15 will also give 47.4% coverage so I imagine there are other pair sets that do same but is it possible to reach 49.0% with just 10 pairs or maybe even 9 pairs or less? I know 50% is impossible as we can not include the pairs for triples.
