The last state will certainly be Hawaii, there's no way the Hawaii legislature will want to establish a lottery.

I personally think that Alaska will be next. The reason why they still don't have a lottery has nothing to do with morals or the gambling lobby, but because the majority of the state is extremely remote. Though this may have been an issue even 10 years ago, the wifi communications has improved to be competent in major towns in the state.
