well, by that description it sounds like a simple distribution of 0 to 9.

it's just a matter of breaking up the digits and counting.

how are you forming the Stem and Leaf?

Examples:

ABC

Stem AB, Leaf C

Stem A, Leaf BC

Stem A, Leaf (Stem B, Leaf C)

as you can see, there are a few ways.

the last being multidimensional.
