Second place prizes are not annuities therefore they are not cash discounted, thus a 2 million dollar win is 2 million minus federal and state taxes.

Remembering federal taxes are tiered up to the 39.6% level, married filing jointing fed taxes would approximate at $737,230.80. Add a 7% state tax of $140,000.00 (adjustment required for differing states; eliminate for no tax states) and you have a total tax amount of $877,230.80. No state tax here in Texas. So if a person wins $2 million, the initial tax payment is 25% (the state lottery is required by federal law to withhold taxes, they don't just take the money for themselves). The winner is most likely in the 39.6% tax bracket so he/she would have to pony up the rest when doing their tax return. 39.6% of $2 million is $792,000, leaving $1,208,000 to the winner after all the taxes are paid. I know a guy that won 1 million. He said he got 700,000 after taxes. So that person win 2 million.. Do you think it will be more then 250k after taxes

Please reread what you just posted. The lottery takes 40%. then the tax in the state that these winning tickets were sold. So it's not that great. You don't win $2 million. The amount that you win is probably $250k after taxes.
