I think the Lottery commissioner and or his or her assistants make an estimate Alex going by the amount of sales that will be generated.

You can find the info on the TX lottery website: http://www.txlottery.org/export/sites/lottery/Games/Powerball/Estimated_Jackpot.html and http://www.txlottery.org/export/sites/lottery/Games/Mega_Millions/Estimated_Jackpot.html The next jackpot usually gets posted mid-afternoon or so on the day of the drawing, or Friday for PB's Saturday drawing. AFAIK, anyone already saying what Saturday's jackpot will be is just guessing.

If noone hits the 440 mill Wed night people are saying it will go up to a certain amount already. Where do people get this info befor hand. I used to know where they got the figure but cant remember the site or how to look it up.
