Some retailers who put them in say counting down do this for inventory reasons. At the start of the shift if the the tickets are on 45 and they started on 49 they simply subtract to see how many were sold on that shift. I personally like stores who start them on 000, but either way the lottery does not care and a lot of people don't mind which way they are sold.

I think different retailers do either way and it doesn't matter.

Does it matter how the tickets are sold? Should they be sold starting with 000 or should they be sold with the higher number at the end, or does it not matter?
