I did a Hurst exponent test on the Pick 3 history data using Fractan.

I obtained exactly the same result using digits 0 to 9 and using numbers 1 to 30.

That means the conversion is 100% valid.

For statistics its better to use numbers 1 to 30, however for prediction I think it's better to use the 0 to 9 digits.

Now let's see the advantage of creating full wheels using all 30 numbers versus traditional full wheels using 0 to 9 digits.

Traditional full wheels table. There are only 9 possible wheels.

Using all 30 numbers we could create a lot of different full wheels, because we are not limited to use 3 numbers per digit. We are only limited to use minimum 1 number per position.

I know that some people don't like or understand the idea that Pick 3 is a 3/30 filtered full wheel.

The explanation is simple:

There are 10 numbers per position. There are 3 positions. 30 numbers in total, each number with its own frequency.

Example:

038

209

310

The digit Zero has 3 values.

038 = 01

209 = 11

310 = 21
