So you need to tap Desktop Website on the mobile website, and then find Deflate in the Systems menu at the top.

You're right, there is no New Topic button on the mobile website, but I plan to add one at some point.

Also in the mobile app version, there is no new topic button for the forums. I understand these can be accessed by switching to desktop version, but will the mobile version ever be getting this functionality?
