Because of the IRS, state taxes, and state laws like open records requests, its very difficult for any winner to be 100% anonymous, but rules like those in Illinois at the least gives the winners a head start.

I have heard back from the Illinois Lottery. Lottery winners in the state can indeed remain anonymous if they win $250,000 or more. However, keep in mind, as is the case in many or all of these anonymous states, an open records request possibly can be used to dig out the winner's identity. Kudos to the Illinois Lottery for mentioning this possibility. Rarely do you see a state being up-front about this.

Maybe they forgot to update their site.

DES PLAINES Hitting the jackpot and winning more than $250,000 from the Lottery will no longer automatically cost you your privacy under a new law sponsored by State Senator Laura Murphy (D-Des Plaines).
