Because interest rates got cut between jackpot estimates the size of the annuity that can be bought with a given amount of cash went down.<br /><br />Of course most people who don&#x27;t work for the lotteries realize that the cash value is the only thing that matters, and the cash value will go up based on actual ticket sales.
