Yes, non-US citizens can legally play, and non-US citizens are eligible to win any prize offered in the game.

If a non-US citizen wins, they would claim their prize in the same manner that a US citizen would, but the taxes withheld would be different. For example, federal withholding for non-US citizens is a flat 30%. Also, individual states may have different tax structures

Well this is a twist on the usual scam. Outside a lottery location the scamster approaches the mark and asks for help. The story is basically they are an illegal immigrant so they can't cash their winning ticket. The ticket displayed has the winning numbers and the mark is invited to go into the store and verify the winning numbers are real. There are plenty of stories about people having their prize claimed by somebody else, and in several cases the ticket owner was an illegal immigrant. Google knows just about everything, so you just have to ask.

On something called, Lottery Scandals, an Illegal Immigrant won MILLIONS in the Lottery. He feared because he was an Illegal Immigrant, he would be denied his Winnings. He gave the ticket to his American Citizen Friend, to claim for him and then give him the Money. The dastardly Wrench tried to claim the Millions for himself!
