So , as many have expressed, if a Jackpot has not been won, the next Jackpot 2 draws numbers will be in, if that has no wins, next draw will be 3 draw numbers. So on and so on.

Are you saying you have an idea for a lottery game, and you want to sell the idea to a company (such as Stoloto) that runs the lottery on behalf of the government?

I don't know how things work in Russia. In the US, a person with a very unique idea for a new type of lotto game might seek a patent. Or if they had an improvement on an existing game they might contact the state lottery agency (part of the state government.)
