First, 2 points:

1) I believe in your example, the last pair of digits should be 90 instead of 09?

2) Usually when people consider consecutive pairs, it includes consecutive pairs that are in boxed format i.e. not necessarily having the digits beside each other. So the combo of 708 would be considered as having a consecutive pair, because the digits 7 and 8 are consecutive.
