In Excel, the function you're looking for is MOD. Your formula would look like this:

=MOD(J29-K29,10)

Where the cell reference in the above example is first cell minus second cell. The end of the formula (,10) means to only show the rightmost value in the result.

So =MOD(0-3,10)=7.
