here in Illinois, it seems with the 20 and 30 dollar scratchers, four of five of the big jackpots seems to get hit immediately. the little lotto and state lottery are computer drawn, so of course those can be manipulated. they probably save those big winners for the mafia.

They wouldn't need to review anything after the terminals closed.

All they need is the mainframe to eliminate combinations as they are bought.

Then as soon as the terminals are closed they'd have a digital list of the numbers not sold.

The flaw there is the time it takes to announce a winner.

If somebody you know won a decent size prize, but not enough to quit their job, they probably wouldn't tell you, so you'd likely never know about it. They might move to a better neighborhood, or buy a second property you don't know about. Maybe send their kids to a private school.
