the lowest is pick 3

Need help with a pick 2 if 4 wheel it's for keno

I want to make abbreviated wheel for 10 to 11 numbers

the best I can do so far is 12 combinations to cover all 2 if 4 in 10 numbers

can someone do it in a lower combination or even an excel formula to use between 4 to 11 numbers total
