I think it's possible the weather can affect numbers, but depending on one's prediction method, whether it does or doesn't may be irrelevant, because the numbers that are drawn have already taken that into account.

Temperature changes cause things, including drawing equipment and gases, to expand or contract. Besides temperature, humidity also changes the density of gases. That means the exact size of all the drawing equipment, and the density of the gases the equipment moves through will vary from drawing to drawing.

I'll leave it to others to describe the effects that result from weather affecting the drawings, except to note that there's no effect on the numbers.
