Hello, dear community: I need to ask you this question. I have been studying pairs and even when I know the payoff is definitely small it might be a way to make a little money given the right circumstances. I have this question.

I know I can play front and back pairs in the Pick 3 in Florida.

What about the outside pairs, as in 198, 18, can the outside pair be played if I want to consider them a pair?.

Thanks in advance for any input.

Zorro
