Before I moved to Florida in 2020 I lived in New York State. About five or six years ago in Suffern NY, someone bought a one line NY Sweet Millions ticket at three different retailers. Each of the three tickets contained a single line with the same set of of six numbers. Those six numbers were drawn that night, and because Sweet Million's jackpot was not parimutuel, the player won a total of three million dollars. So IMHO there is at least one sensible reason why someone would do it.

I'm guessing that the only fluke here is that the numbers he played twice happened to win. People play a set of numbers twice for all sorts of reasons, none of which make sense to me. A long time ago two friends each bought a NY Lotto ticket with the same numbers at a store in my general neck of the woods (Newburgh NY). On August 1st, a Florida Fantasy5 player in a Publix supermarket located in Tallahassee did something strange when picking their numbers. As a result they won $59,034, and in the process of doing that kookie thing, they robbed two other jackpot winners of approximately $10,000 each.
