Ever consider trying something very simple for a pick 3 or 4 game like taking 10 cards, ace to 10 out of a deck of playing cards, shuffle them, draw a card, write down the number and repeat until all 10 cards are exposed? By default in the next 10 PB drawings at the very least, 19 numbers will be no shows. A normal distribution calculator can be use to determine how many numbers will be missing in X number of drawings, but won't show which numbers.

Texas Lotto is even worse. Jackpot odds are 1 in 25,827,165. 1% = 258,272, 156 draws a year like PB.

One good thing is tickets are still $1 each, and current jackpot is $12.5 million cash option. But odds and overall odds (1 in 71.1) are atrocious.

And you're correct, analyzing a game with 1000 possible outcomes obviously much different than a game with 11,688,054 excluding the bonus powerball. It depends on what you believe about the numbers. Non replacement draws like the 5 white digits in power ball are different even from the 1 red ball, as that is non replacement... like a single digit in the pick 3, but with more possible outcomes.
