I know Kentucky Lottery does manipulate their numbers based on the numbers played. They pay out the least amount possible based on the numbers drawn The computer that generates the numbers is an algorithm and it is AI, so it learns patterns. Yupper here in Az there has not been a triple in over a year near 2 years soon. They use the random BS computer to draw the least played number period. Just to verify get a list of how many winners per drawing. The magic number is under 120 winner per drawing or less aka 100.

Arizona is also 1 of the state lotteries who use a random number generator which only picks the lowest played number for that drawing. Hell the state has out sourced it's actual drawing which is a violation of state law allowing the lottery. They claim all the numbers are in the drawing yet constant same numbers are drawn including doubles every 5 drawings then to slip people up they'll have back to back to back drawings of doubles.
