			<description><![CDATA[<p>Why don&#x27;t they cash the ticket and see what happens?<br /><br />If the State takes their cut from their winnings, well, debts are meant to be paid.<br /><br />If the State doesn&#x27;t take their cut, they (the husband and wife) can take half the winnings and offset some portion of that debt.<br /><br />I mean, it&#x27;s that simple.<br /><br />Small lottery winners, have small debts that they don&#x27;t want to pay.<br /><br />Big lottery winners, get into big debts that leads them into bankruptcy.<br /><br />My thought is if they don&#x27;t reduce their... &#x5b;&#xa0;<a href="https://www.lotterypost.com/thread/355785/7940686">More</a>&#xa0;&#x5d;</p>]]></description>

			<description><![CDATA[<p>We don&#x27;t know why they owe $1700 or why their friend signed up to ask about it, but some deadbeats are elusive. There&#x27;s very little doubt that the state would check for debts on 10k, but I don&#x27;t know if they&#x27;d do it for $1000. I suppose it depends on how the state keeps track of various debts and what database(s) the lottery can access. If it&#x27;s one simple query maybe every prize big enough to require claiming at a lottery office gets checked.</p>]]></description>
