If the State takes their cut from their winnings, well, debts are meant to be paid.

If the State doesn't take their cut, they (the husband and wife) can take half the winnings and offset some portion of that debt.

I mean, it's that simple.

Small lottery winners, have small debts that they don't want to pay.

Big lottery winners, get into big debts that leads them into bankruptcy.

There's very little doubt that the state would check for debts on 10k, but I don't know if they'd do it for $1000. I suppose it depends on how the state keeps track of various debts and what database(s) the lottery can access. If it's one simple query maybe every prize big enough to require claiming at a lottery office gets checked.
