			<description><![CDATA[<p>I rarely play scratch offs but my wife does. I noticed today that the scratch offs with a top prize of a million or more in Michigan are not that. They are a annuity amount paid over 30 years. I&#x27;m assuming the actual cash option is probably around half the advertised amount. I feel like it makes the ticket seem more attractive than it actually is. Do other states do this as well? Or is the advertised top prize amount actually won</p>]]></description>
