You are 100% correct. Unfortunately when the odds get really good the tickets are often hard to find. States play games like this too when they just phase out tickets when the odds get really good. That being said I like to keep my eye out for the good ones, especially if I'm traveling and am passing through smaller towns/gas stations.

The only hiccup people might run into is actually finding these scratchers to purchase. I imagine these must be low quantity tickets....depending on the state they may have pulled some of these early.

In Michigan I was able to find 500 X a month ago, but as of now it is getting harder and harder to find. Michigan also floods the zone each month with a new set of scratchers so it buries the winners often because people will move on to the next shiny game rather than stick to the older one.
