In a pick 3 game, there are 10 balls (0 to 9), therefore if each has the same chance to be drawn (10%), it follows that in 100 draws, each digit has the fair chance to be drawn 10 times. When you count up each, see where it deviates from the expected count... a number drawn 20 times in 100 draws is hot, while a number drawn 5 times in 100 draws is cold.
